How Does BMF work

Who can become a member of BMF?

  1. BMF National Chapter

    BMF is composed of members under the respective chapter of BMF sharing the objectives as set forth in BMF Constitution with the firm belief that creating a sustainable world together with the financing and technology is conducive to both greater global prosperity and peace among nations. In principal, BMF members shall be represented by and through the respective BMF National Chapter in each country. Therefore, any member whose affiliation to a BMF National Chapter is terminated for any reason shall ipso facto be removed from membership in BMF.

    In the absence of BMF National Chapter therein, the World Headquarters shall function as the respective BMF National Chapter pro tempore until after the BMF National Chapter for a country is duly established for its representation.

  2. Regular Membership---Foundation Member and General Member Provided that they belong to a BMF National Chapter, the following are eligible for two kinds of BMF regular membership:

    1. Foundation Member
      • Local associations and organizations on the field of financing, technology and business network which are truly representative of the international business and professional interests of their members, which do adopt the name of BMF and logo and which are not conducted primarily for political purposes; They may initiate to establish a local BMF by signing the BMF Charter between the Assembly of Governors and the prospective Foundation Member.
      • In recommendation of the BMF National Chapter therein, the Board of Directors shall determine the proposed Foundation Member's qualifications and consider all other relevant factors, including the best interest of BMF, in passing upon the application. The Board of Directors shall limit membership so that from any one city or economic region there shall be only one Foundation Member. A majority of the Board of Directors or the decision of Executive Committee acting on behalf of Board of Directors is necessary to approve an application. Upon such approval the applicant shall forthwith be admitted to all of the rights, privileges and duties given by this Constitution and Bylaws.
      • The Foundation Member shall be called in the format of "Country name-BMF-Economic region/City" or vice versa or much simpler format as "BMF-Economic region/City", for example, either "US BMF, Las Vegas" or "BMF Las Vegas", unless otherwise duly approved by BMF World Headquarters.
      • The Foundation Members who are the locally established associations or organizations already known as BMF (Billion Minds Foundation) or other names than BMF such as Financing, technology and business network Association may also be allowed to use both existing name and logo and new BMF name and logo at the same time, if duly approved. However, for those locally established associations or organizations which do not adopt the name of BMF and logo as primary, their precise names are left to the discretion of their members, provided that their relationship with BMF along with BMF name and logo is clearly indicated on their letterhead, publications and documentation. In this case, the Foundation Member shall be called in the format of "Country name-its own name-Economic region/City" or vice versa or much simpler format as "its own name-Economic region/City", unless otherwise duly approved by BMF World Headquarters.

    2. General Member:

      Any BMF regular member except for the Foundation Member shall be General Member. General Member shall belong to the respective Foundation Member within its region, city or territory, except for the World Headquarters' approval at the BMF National Chapter's suggestion. In the absence of local Foundation Member, it shall apply its membership directly to the BMF National Chapter therein, and then, in the absence of BMF National Chapter, the World Headquarters may be considered as a BMF National Chapter pro tempore until after it is duly established. The modalities for such activities and the rights shall be defined on a case-by-case basis.

      • Corporations and companies in financing, technology and business network industry
      • Business and employers federations
      • Law firms and consultancies
      • Association and organization in the financing, technology and business network
      • Outsourcing service
      • Individuals involved in financing, technology and business network business

  3. Special Membership

    • Only for the worldwide associations, organizations, multinational corporations and legal entities at global scale in a various range of interests and of great importance in the financing, technology and business network, the BMF Assembly of Governors may accept those as Special Members upon proposal of the Board of Directors. BMF shall limit membership so that from any given field or interest shall be only one BMF's Special Member in this regard. However, the benefits and privileges shall be very limited in comparison with those vested in BMF regular membership.
    • In principal, the association or organization worldwide applying for Special Membership based on the commodity, ethnic connection, religious background and professions shall be called in the format of "Specific Purpose or field-BMF" or vice versa or a similar format, for example, as "Chinese American BMF" or "BMF for Global Internet Technology Outsourcing", unless otherwise duly approved by BMF World Headquarters. For those established associations or organizations which do not adopt the name of BMF and logo as primary, their precise names are left to the discretion of their members, provided that their relationship with BMF along with BMF name and logo is clearly indicated on their letterhead, publications and documentation
    • Special Members may participate, without voting powers, in BMF meetings commonly known as World Congress and World Conference
    • They are kept informed of the work of BMF through appropriate documentation
    • Upon proposal of the World Headquarters, the Board of Directors may decide to associate a Special Member to the work of any BMF Committee, however, without any voting powers, if any.
    • Special Members may participate, without voting powers, in the meetings of the Assembly of Governors, it being understood that together they shall be represented by a delegation of a very limited number and that due consideration shall be given to their worldwide representation. The persons making up this delegation are appointed yearly by the Assembly of Governors, upon proposal of the Board of Director or its Executive Committee

  4. Council of Fellows
  5. Council of Fellows is a special member group of BMF. They are appointed by Chairman with nomination of Chairmanship and Executive Committee. Senior Fellows of the Council are participating in thought leadership, intellectual efforts and initiatives of the Foundation. They are also responsible for supporting the initial charter and vision of the Foundation and its founders.
  6. Country or Global Ambassadors
  7. Country or Global Ambassadors are a special member group of BMF. They are appointed by Chairman with nomination of Chairmanship and Executive Committee of BMF. Country Ambassadors serve as goodwill ambassadors fostering relationship with other global organizations and countries and working closely with a Regional Chairmanship.
  8. Resignations and Termination of Membership

    • Members may terminate their membership in BMF by resignation provided that their resignation is presented through their local BMF or BMF National Chapter.
    • Any member whose affiliation to a BMF National Chapter is terminated for any reason shall ipso facto be removed from membership in BMF.
    • The list of terminations shall be submitted to the Assembly of Governors for its information at its meetings.
    • Either at the request of BMF National Chapter to which the member belongs, or at that of the World Headquarters for Special Members or on its own motion, the Assembly of Governors may terminate any BMF membership provided that in the judgment of three-quarters of the votes that may be cast by the delegates present at the relevant meetings of the Assembly of Governors, such termination of membership is in the best interests of BMF.
    • Any such termination of membership as set forth in the preceding paragraph, shall be final.
    • Termination of membership shall be notified to the member by the BMF National Chapter to which the member belongs or, in the case of countries without BMF National Chapter, by the World Headquarters.
    • Members who have not remitted their dues to BMF for two consecutive years shall be automatically removed from membership in BMF.

Membership Register Worldwide

All BMF members shall be entered on a register maintained by the World Headquarters. The notification by a BMF National Chapter of the fact that associations, organizations and legal entities, i.e. both Foundation Member and General Member, belong to it, results in their membership in BMF, unless the BMF Assembly of Governors objects to such membership at its next meeting. Local BMF which adopts BMF name and logo in compliance with BMF policy and regulations, shall notify to BMF as the same way as BMF National Chapter does for its members, if not done through BMF National Chapter.
